Larry Regnier has been a police officer for the City of Kankakee for his entire 31 year career, having started here in 1982 after serving in the United States Navy. In 1988, then Patrolman Regnier was promoted to the rank of Sergeant. Sgt. Regnier was again promoted in 1992 to the rank of Lieutenant. In 1996, then Lt. Regnier took over as Investigations Commander; a position he held until 2000. In 2000, Commander Regnier was appointed by Mayor Don Green to the position of Deputy Chief, a position he held for the next 10 years. In 2010, when Mike Kinkade retired, Deputy Chief Regnier was appointed to Chief of Police by Mayor Nina Epstein. Chief Regnier now commands the 70 officer Department and oversees the day to day operations of the entire Police Department which includes the divisions of Patrol, Investigations and Support.

During his career, Chief Regnier has seen many advances in law enforcement. Throughout the changes, Chief Regnier has constantly kept informed and up to date on the advances that are best for the KPD, and has sought out ways for KPD to better connect to the community we serve. It is through Chief Regnier's commitment to "community partnership" that the Department is now present on Facebook, Twitter, Pinterest, Nixle and this very web page.

Chief Regnier is a graduate of Kankakee Community College, with an Associates Degree in Law Enforcement; a graduate of the Northwestern University Center For Public Safety, School of Police Staff and Command; current member and past president of the Eastern Illinois Chief's of Police association, and numerous associations and boards.Chief with kids

Deputy Chief of Police


Deputy Chief Passwater was hired in August of 1989 after receiving his Bachelor’s Degree in Criminal Justice from Illinois State University.  During his career he has worked as a Patrol Officer, Detective, Patrol Shift Commander, KAMEG Street Suppression Supervisor and in the Project Safe Neighborhood Task Force.  In 2015 he became the Deputy Chief and oversees all aspects of the agency.

Patrol Commander


Cmdr. Kidwell

Commander Christopher Kidwell

Commander Chris Kidwell has been a Police Officer for the city of Kankakee for 22 years. Shortly after serving in the United States Marine Corps from 1985-1989, Kidwell’s career in law enforcement set foot. That same year, he attended the High Point North Carolina Police Academy, and served with them for three years until he was hired as a Patrol Officer by the Kankakee City Police Department in 1992.

Kidwell was promoted to Sergeant in 1996, and worked in the Patrol Division until 1998 when he was assigned to the Kankakee Area Metropolitan Enforcement Group (KAMEG). Kidwell spent two years with KAMEG before he was promoted to Lieutenant in 2000 and returned to the Patrol Division as a Shift Commander.

In 2003, Kidwell was reassigned to KAMEG as the Deputy Director. He served as Deputy Director for eleven consecutive years until his promotion to Patrol Commander in 2014.

Aside from his wide array of experience in the Kankakee Police Department, Commander Kidwell has obtained an Associates Degree in Criminal Justice and a Bachelors Degree in Law Enforcement Management. Additionally, he is a member of the S.W.A.T Team and has undergone specialized training in tactical operations and narcotic drug investigations.

Investigations Commander


Robin PasswaterCommander Jay Etzel

Cmdr. Etzel was a member of the Illinois Army National Guard from 1986-1990 during which time he also attended Kankakee Community College and Southern Illinois University-Carbondale graduating with a Bachelor of Science Degree in Administration of Justice. He was hired onto the police Department in 1991 as a Patrol Officer. During his career, Cmdr. Etzel was assigned to the Investigations Bureau as a Detective in 1995. He was assigned to the Violent Crimes Task Force in 1996, then promoted to Detective Sergeant in 1999. In 2009, he was promoted to Lieutenant and assigned as a Patrol Shift Commander until 2016 when he was promoted to Commander of the Investigations Division where he currently is assigned.
